Role Purpose
Reporting to the Head of Energy Planning and Energy Efficiency, the Programme Manager, Energy Efficiency & Demand Flexibility leads SEforALL’s energy efficiency portfolio and oversees the delivery of related grants. This role focuses on raising the profile of energy efficiency within the broader development agenda by shaping a strong narrative, bringing together key stakeholders, and reinforcing global initiatives. The position also provides technical support to countries to advance national policies, promotes knowledge generation, and helps drive market transformation and investment in end-use sectors.
Key Functions and Expected Results
Programme Leadership and Team Management
Lead SEforALL’s energy efficiency programme by supervising the implementation of grant-supported projects and ensuring that all technical outputs meet both organizational and donor expectations. Manage the energy efficiency team formally, maintaining high standards of performance, encouraging collaboration, and supporting staff well-being. Foster coordination across teams and provide technical input that strengthens programme delivery and advances a fair and inclusive energy transition.
Technical Guidance and Advisory
Offer technical leadership to the team on research, data analysis, and policy and regulatory matters related to energy efficiency, demand flexibility, and broader energy sector issues, ensuring that programme outputs are evidence-based. Contribute to SEforALL’s strategy and theory of change on energy efficiency by using data and analysis to set priorities, identify potential partners, and build compelling narratives that secure buy-in from leadership, donors, and collaborators. Oversee technical assistance efforts that support energy efficiency investments and guide knowledge development to improve understanding of demand flexibility and strengthen institutions.
Implementation and Stakeholder Engagement
Build and maintain relationships with governments, public institutions, donors, and other stakeholders needed to deliver country-level activities on energy efficiency and demand flexibility across different regions. Work closely with Mission Efficiency partners to advance coordinated efforts aimed at accelerating global improvements in energy efficiency. Support the development of insights and the sharing of knowledge to strengthen awareness and understanding of how energy efficiency interventions can be implemented across end-use sectors.
Advocacy and Communications
Represent SEforALL at technical sessions, workshops, partner meetings, and energy forums at both national and global levels, advocating for energy efficiency and ensuring technical messaging aligns with the organization’s broader objectives. Support the execution of energy efficiency initiatives through communication and outreach efforts by shaping a clear narrative and encouraging stronger partner commitment across end-use energy sectors.
Education Requirements
An advanced university degree, such as a master’s or equivalent, in Energy, Engineering, Business Management, Policy, Economics, Sustainable Development, or a related field is required. A bachelor’s degree in one of these fields, combined with two additional years of relevant experience, may be accepted in place of a master’s degree.
Experience Requirements
Candidates should have at least 5 years of relevant hands-on experience in energy efficiency. They should also have demonstrated experience in supporting national implementation frameworks, including working with governments on energy efficiency policy development and managing programme implementation. Proven experience in leading teams and delivering projects within international development or energy-focused organizations is also required.
