Lake Powell reaches a historic low at 3,519.91 feet above sea level, slipping below its previous record set in April 2023 and deepening concerns over water and electricity supplies across the U.S. Southwest. The second-largest reservoir in the United States is now only about 30 feet above the 3,490-foot minimum power pool at Glen Canyon Dam, the elevation below which its turbines can no longer generate hydropower.
The latest decline comes roughly a week after Lake Mead also reached a historic low. Together, the two major Colorado River reservoirs are now at their lowest combined storage levels in nearly seven decades, highlighting the severity of the region’s prolonged water shortage.
A Reservoir That Has Not Recovered
Lake Powell, which stretches for about 185 miles along the Utah-Arizona border, is currently around 23% full. Bureau of Reclamation data showed the reservoir at 23% of capacity in late July, with approximately 5.42 million acre-feet of water stored.
What makes the current situation particularly concerning is the lack of a meaningful spring recovery. In 2023, Lake Powell briefly reached a lower level during winter before snowmelt pushed storage back up substantially. This year, weak runoff has failed to provide the same seasonal boost.
The reservoir had already fallen more than 20 feet from its level at the beginning of 2026 before reaching the latest record.

Why the Colorado River Is Under Pressure
The Colorado River supplies water to more than 40 million people across Arizona, California, Colorado, Nevada, New Mexico, Utah and Wyoming. It also supports more than 5 million acres of farmland, ecosystems and major hydropower facilities.
- Persistent drought, rising temperatures, declining snowpack and long-term water use have all contributed to the deterioration.
- The Upper Colorado Basin experienced particularly weak runoff in 2026, limiting the amount of water reaching Lake Powell.
- Bureau of Reclamation data showed the reservoir’s June unregulated inflow at just 12% of average.
The broader problem is that the basin is receiving less water while demand remains high. Warmer conditions also increase evaporation and reduce the amount of snow that remains available for gradual runoff into the river system.

Hydropower Is Moving Closer to the Danger Zone
The immediate concern is not only drinking and irrigation water.

States Face Pressure to Reach a New Deal
The worsening conditions are adding urgency to negotiations among the seven Colorado River Basin states over how the shrinking water supply should be divided after existing operating rules expire.
The federal government has already taken measures to protect Lake Powell, including reducing planned releases and using upstream water resources to support the reservoir. The Bureau of Reclamation’s July projections estimated that Lake Powell could finish the 2026 water year near 3,516 feet, depending on inflows.
The latest record shows how quickly the margin is disappearing. Lake Powell reaches a historic low at a point when the region is already confronting difficult choices over water consumption, agricultural use, electricity generation and future river management.
