India, with its rapidly expanding economy and 1.4 billion people, must simultaneously combat climate change and promote development. Speaking at the Confederation of Indian Industry (CII) Annual Business Summit in New Delhi on May 29, 2025, Union Environment Minister Bhupender Yadav described the three pillars of India’s climate policy architecture: strengthening climate change adaptation, fostering a circular economy, and guaranteeing environmental sustainability and the preservation of natural ecosystems. Securing clean energy is key to climate policy, which aims to preserve clean oceans and blue skies by balancing ecological balance with economic growth.
The Role of Clean Energy in India’s Climate Strategy
According to Minister Yadav, securing clean energy is key to climate policy. With 1.4 billion people, achieving developmental objectives and lowering greenhouse gas emissions depend on providing fair access to renewable energy sources. India has advanced significantly in renewable energy, as seen by the quick expansion of wind and solar generation. India’s renewable energy capacity surpassed 150 gigawatts by 2024, with solar energy accounting for about half of this expansion. The government is committed to sustainable energy, as seen by its ambitious goal of 500 gigawatts of non-fossil fuel-based electricity by 2030. This shift is largely fuelled by initiatives like the National Green Hydrogen Mission and the PM Suryaghar Free Electricity Scheme, which guarantee that clean energy is both inexpensive and available. These programs not only lessen dependency on fossil fuels but also provide employment, promoting economic expansion that supports environmental objectives.
Policies encouraging innovation and energy efficiency help realize Yadav’s vision of “blue skies and clean oceans.” The circular economy complements the adoption of renewable energy, one of the three pillars, which emphasizes waste reduction and resource efficiency. By combining renewable energy with circular practices, such as recycling solar panels and wind turbine components, India hopes to create a sustainable energy ecosystem that reduces environmental effects while meeting its expanding energy needs.

Balancing Development and Ecological Sustainability
India’s climate policy is uniquely positioned to strike a compromise between aggressive climate goals and developmental imperatives. With a rising economy, India must address climate threats while raising millions out of poverty. The second pillar of India’s climate architecture, environmental sustainability and ecosystem conservation, is centered on protecting natural resources and biodiversity. Restoring forests, rivers, and ecosystems is the goal of projects like the National Mission for a Green India and the Namami Gange program, which ensures resilience against the effects of climate change. By safeguarding the natural systems that renewable energy depends on, such as water for hydropower and land for solar farms, these initiatives are essential for sustaining ecological balance, directly advancing clean energy goals.
Climate change adaptation, the third pillar, is just as important. India is highly susceptible to the effects of climate change, including heat waves, droughts, and floods. Climate shocks won’t undo development achievements if resilience is strengthened through climate-smart agriculture, disaster-resistant infrastructure, and community-based adaptation strategies. India’s climate strategy establishes a strong foundation that benefits its citizens and the environment by combining adaptation with clean energy and sustainability.
