According to United Utilities, the precipitous drop in reservoir levels has led to a drought declared in north-west England. The Carlisle reservoir is now at 46.4%, down from 92.5% at this time last year. Thirlmere and Haweswater reservoirs are at 47.5%, down from 94.8% the year before. These reservoirs supply both Cumbria and Manchester, which are part of the drought-designated area.
Due to low reservoir and river levels, the Environment Agency verified that the area has entered drought status. Some reservoirs currently only have water in their core regions. No other parts of England are experiencing drought, but if substantial rainfall does not fall soon, several places might have a prolonged dry spell, which is a prelude to drought.
Potential Water Restrictions
Although it is left to individual water suppliers, the Environment Agency said that hosepipe bans may be implemented as a follow-up step. Businesses have been told to follow their current drought strategies. There hasn’t been much impact, even with recent rainfall. Across the nation, reservoir levels are still dropping, and river flows are still abnormally low.
England experienced its driest spell ever from February to April. These circumstances have raised questions regarding the management and availability of water, especially in areas experiencing drought.

Experts have connected the present drought to more widespread climatic instability. Climate experts claim that droughts are becoming more frequent and severe due to shifting weather patterns. According to a professor of climate science at the University of Reading, the meteorological drought caused by the spring 2025 rainfall shortfall rapidly reduced soil moisture and sparked concerns about agricultural dryness. He warned that the long-term water supply may be impacted if the dry conditions worsen and become a hydrological drought. The situation continues to draw attention as drought is declared in North-West England, highlighting the UK’s broader climate risks.
