The Kazakhstan-Russia nuclear deal has moved forward with a $16.5 billion agreement to build Kazakhstan’s first nuclear power plant. Why Kazakhstan Wants Nuclear Power
Kazakhstan is rich in oil, gas, coal, and uranium, but its electricity system still faces pressure from aging infrastructure, coal dependence, and import needs. The country is the world’s top uranium producer, yet it has not had operational nuclear generation since the Soviet-era BN-350 reactor was shut down in 1999.

Rosatom’s Role in the Deal
Rosatom has been selected to lead the international consortium for the plant. The agreement covers the main principles of cooperation, construction, financing, maintenance, and fuel supply for two Russian-designed VVER-1200 reactors.
Russia secured the lead role after competition involving potential partners from China, France, and South Korea. At the same time, Kazakhstan has also approved a second nuclear plant project, with China’s CNNC chosen as the primary builder, showing that Astana is trying to balance energy partnerships while expanding nuclear capacity.
