EPA’s new $1 billion PFAS plan aims to tackle “forever chemicals” across their lifecycle, from industrial discharge to drinking water protection and final destruction. The U.S. Environmental Protection Agency announced the strategy with Health and Human Services officials, describing it as a broader effort to address per- and polyfluoroalkyl substances, or PFAS, using science, legal compliance, and support for water systems. PFAS are called forever chemicals because they do not easily break down in the environment.
They have been used in products such as non-stick cookware, stain-resistant materials, food packaging, and firefighting foam, but long-term exposure has raised health concerns, especially through contaminated drinking water.
What EPA’s New PFAS Plan Includes
The EPA said its strategy is built around a full-lifecycle approach: stopping PFAS at the source, protecting drinking water, and supporting communities that need help meeting standards. The agency is also focusing on destruction technologies that can eliminate PFAS rather than simply move contamination from one place to another.
A major part of the plan is funding. EPA announced nearly $1 billion through the Emerging Contaminants in Small or Disadvantaged Communities Grant to help communities address PFAS and other emerging contaminants. The support is aimed especially at small and rural water systems.

Drinking Water Standards and Compliance Timeline
EPA said enforceable limits for PFOA and PFOS will remain at 4.0 parts per trillion each, as set under the 2024 PFAS National Primary Drinking Water Regulation. The agency stated that the science behind these two chemicals remains strong and that monitoring and reporting deadlines remain in force.
At the same time, EPA is giving some drinking water systems up to two additional years to comply, with a target date of April 2031. The agency said this extra time will help utilities build proper infrastructure, allow treatment technology costs to fall, and protect ratepayers from sudden rate spikes.

Four PFAS Rules Face Reconsideration
EPA also proposed to rescind regulations for four additional PFAS-related standards: PFHxS, PFNA, HFPO-DA/GenX, and the Hazard Index covering those three chemicals plus PFBS. The agency said the issue is procedural, arguing that the previous rulemaking process did not follow the required Safe Drinking Water Act sequence.
