According to an annual “stocktake” conducted by Net Zero Tracker, a research partnership established by the University of Oxford, more than 40% of significant firms, cities, and regions have yet to declare CO2 Emission Targets.

Despite the rise in net-zero promises since the previous year, global progress towards climate action remains slow and fragmented, leading primarily to political instability, wars, elections, and economic pressures that have deflected focus aside from environmental concerns. This has resulted in a significant “commitment gap,” indicating that many organisations have yet to turn their objectives into concrete, practical actions.

Lack of Concrete Action Despite Net Zero Pledges

Although 1,750 of the more than 4,000 assessed companies have made formal net-zero promises, there still needs to be meaningful plans to back up these pledges. According to the research, governments and corporations struggle to translate long-term net-zero aspirations into precise and concrete transition strategies. Only 5% of areas, cities, and businesses meet the Net Zero Tracker’s “robustness” standards, which include explicit efforts to phase out fossil fuels and account for emissions throughout the value chain.

The difficulty is not only setting aims but also addressing their scope. Approximately half of the entities studied failed to incorporate non-CO2 gases such as methane into their climate policies. Furthermore, many corporations have yet to specify how much they intend to depend on carbon offsets to achieve their objectives, emphasising the need for more transparent and specific action plans.

Examples of Progress and Opportunities for Improvement

While there are some gaps, the report does highlight numerous examples of effective practice. Costa Rica, Volvo, and Google’s parent company, Alphabet, were recognised for their efforts to implement net-zero pledges. Major companies, such as Tesla, BYD, Nintendo, and Berkshire Hathaway, were criticised for failing to set emissions objectives.

Despite slow progress, climate pledges have increased, particularly in Asia. The number of enterprises without emissions targets decreased dramatically, from 734 to 495 last year. Nonetheless, the paper emphasises that technologies are now available to triple present levels of climate commitment. The next round of Nationally Determined Contributions, which countries submit to the United Nations, must include more clarity on how climate targets will be met or the world risks failing to take the necessary measures to prevent catastrophic climate change.

Moving from Promises to Action

While technological developments can greatly enhance climate ambition, the research emphasises that the next round of CO2 Emission Targets proposed to the United Nations should be more precise and practical. The world community is at a critical moment. Although net-zero pledges have increased, there is an urgent need for more thorough and rigorous plans to achieve these objectives. The path to a sustainable future remains unknown without concrete transition measures, such as the phase-out of fossil fuels and accounting for all greenhouse gas emissions.
