China’s 2026-2030 Carbon Peak Action Plan sets out a detailed roadmap to help the country cut its carbon dioxide emissions before 2030 while accelerating its transition toward cleaner energy and greener industries. Released during the 15th Five-Year Plan (2026–2030), the strategy targets a 17% reduction in carbon emissions per unit of GDP by 2030 compared to 2025 levels. It also aims to increase the share of non-fossil fuels in China’s energy consumption from 21.7% in 2025 to 25% by 2030, reflecting the country’s continued push to balance economic growth with climate commitments and energy security.

Clean Energy to Meet Rising Electricity Demand

A major focus of the plan is ensuring that all future growth in electricity demand is supplied by newly added clean energy generation. Authorities plan to accelerate investments in renewable energy sources while reducing dependence on fossil fuels.

According to the National Development and Reform Commission (NDRC), expanding the share of non-fossil energy is essential for achieving China’s carbon intensity targets and supporting long-term economic development.

Greener Industries Take Center Stage

Beyond electricity generation, China’s 2026-2030 Carbon Peak Action Plan places significant emphasis on transforming heavy industries.

  • Traditional sectors such as steel, cement, flat glass, petrochemicals, chemicals, and electrolytic aluminum will undergo large-scale energy efficiency upgrades and carbon reduction projects.
  • At the same time, the government plans to expand emerging industries, including renewable energy manufacturing, green technology, and environmental services.
  • By 2030, China also plans to establish around 100 national-level zero-carbon industrial parks and approximately 500 zero-carbon factories to encourage cleaner industrial production.

Sustainable Buildings and Transport

The action plan extends to urban development and transportation.

  • In the building sector, China will promote low-carbon heating and cooling systems, wider adoption of high-efficiency LED lighting, and greater integration of solar photovoltaic systems into buildings.

Transportation is another priority.

  • By the end of the decade, China aims for new energy vehicles (NEVs) to account for around 30% of the country’s vehicle fleet, while 25% of commercial transport vehicles are expected to operate on new energy technologies.
  • The government also plans to develop multiple zero-carbon transport corridors, including cleaner highway and inland waterway networks.

Strengthening Energy Security While Cutting Emissions

Chinese energy experts say the transition is becoming increasingly important amid global energy market volatility and supply chain uncertainties. Expanding domestic clean energy production is expected to reduce reliance on imported fossil fuels while supporting long-term energy security.

The latest roadmap demonstrates China’s intention to continue decarbonizing its economy through cleaner electricity, greener industries, and low-carbon infrastructure. While implementation will require significant investment and technological innovation, the action plan marks another major step toward the country’s broader goals of peaking emissions before 2030 and achieving carbon neutrality by 2060.
