The U.S. Environmental Protection Agency (EPA) is considering a permit for an underground carbon storage project in Kansas. This project involves an ethanol company storing millions of tons of carbon dioxide underground. The EPA’s proposed decision would allow PureField Ingredients subsidiary, PureField Carbon Capture LLC, to inject up to 1.8 million metric tons of CO₂ into deep rock formations. This would happen over 12 years in Russell County, central Kansas. This is part of a carbon capture and storage (CCS) project.

EPA’s Tentative Approval and Project Scope

The EPA’s draft permit is a big step for underground carbon storage in Kansas. Fossil fuel and biofuel companies are increasingly turning to CCS to reduce emissions. The project would capture CO₂ from PureField’s nearby biofuels plant in Russell, transport it by pipeline, and inject it about 3,500 feet underground. EPA inspectors say the storage area is separated from drinking water sources by thousands of feet of dense rock, which reduces the risk of contamination and meets safety standards.

The public can comment on the proposal until February 1, 2026. If the permit is approved, it would be the first of its kind in Kansas for a large-scale carbon sequestration project. It also shows federal support for CCS projects linked to biofuel production and other industries.

Carbon Capture’s Role in Climate Policy and Markets

Federal tax incentives, like the Section 45Q carbon capture credit, make projects like PureField’s more viable. Ethanol producers who store emissions can gain access to markets, such as California’s Low Carbon Fuel Standard, where fuels with lower carbon intensity are valued more highly.

Kansas is just one of several Midwest states exploring or applying for CCS projects. This reflects a national effort to reduce greenhouse gas emissions without harming existing industries. Ethanol plants are good candidates for carbon capture because their fermentation processes produce relatively pure CO₂ streams. This makes it more affordable to capture and compress compared to other industrial sources.
