The temporary USDA pause on loans for biodigesters and controlled environment agriculture (CEA) projects affects financing processed through the USDA’s Rural Business-Cooperative Service (RBCS). The U.S. Department of Agriculture (USDA) wants to reassess the financial risks of these technologies. Agency officials said this pause will allow a review of underwriting standards, project results, and the long-term sustainability of these projects, and ensure federal funds are being used responsibly.

High Delinquency Rates Prompt the Decision

Claeys reports that, within the RBCS guaranteed loan portfolio, $386.4 million is allocated to 21 anaerobic biodigester loans, of which $102.6 million (27%) is currently delinquent. Delinquency rates are even higher for the $311.9 million RBCS portfolio of controlled-environment agriculture projects, including vertical farming, hydroponics, aeroponics, and aquaponics. Currently, $135 million in guaranteed loans, 43% of the portfolio, are delinquent.

RBCS Administrator J.R. Claeys said that while applications for these technologies have increased in recent years, their financial performance hasn’t kept up, adding that a brief pause was needed to reduce portfolio risk while the agency determines next steps.

What This Means for Farmers and Energy Projects

This pause will immediately affect farms and rural businesses planning to invest in renewable energy or indoor agriculture, and industry representatives say some projects that were nearly finalized and awaiting financing have been delayed or canceled because of this sudden stop, especially those relying on USDA guarantees to secure their loans.

The USDA made it clear that this hold is limited in scope and won’t last long, and the agency plans to start support again after the review, possibly with updated guidance to strengthen projects and lower the chance of defaults.

The USDA told its staff to stop accepting, processing, or awarding new loan guarantees for biodigester and CEA projects for now, saying this is just a temporary pause to allow reconsideration and does not change eligibility rules or cancel programs for good. Projects with finalized loan agreements can still receive funding.

What Happens After the Review

During this 90-day period, USDA analysts will review loan performance trends and determine whether any changes to policy or oversight are needed, and that this pause doesn’t mean the agency opposes renewable energy or advanced farming systems; it just needs to ensure financial accountability.
