Singapore reached the 2025 Solar Target beforehand by deploying 1.5 gigawatt-peak (GWp) of solar power by the end of 2024, as announced by Senior Minister Teo Chee Hean in the earlier parliament session on February 28, 2025. This is triple the capacity from 2020, showcasing rapid progress.

New Carbon Trading Pact Boosts Climate Strategy
On February 28, 2025, Singapore signed an Article 6 Paris Agreement pact with Bhutan, a carbon-negative nation, following similar deals with Ghana and Papua New Guinea. This was formalized by Singapore’s Sustainability Minister Grace Fu and Bhutan’s Energy Minister Gem Tshering.
The agreement with Bhutan allows Singapore to buy carbon credits to offset emissions, aligning with its goal to cap emissions at 60 million tonnes of CO2 equivalent by 2030.
Bhutan will accompany Singapore and adjust its emissions inventory to prevent double-counting, ensuring implications.
With solar limited to under 20% of 2035 demand (per Ember estimates), carbon trading complements renewables while Singapore explores nuclear energy, training 40 experts toward a goal of 100.
This further helps push Singapore’s agenda and exceeds its sustainability goals.

Context and Future Implications
Singapore aims to peak emissions at 64.43 million tonnes in 2028, then reduce them to 45-50 million tonnes by 2035, targeting net zero by 2050. The early solar success and carbon deals signal strong momentum.
MP Dennis Tan raised concerns about AI-driven energy demand, proposing guidelines for AI energy reporting. Teo noted that the Ministry of Digital Development will address data center greening soon, hinting at broader sustainability integration.
