A new assessment released at COP30 in Belém, Brazil, indicates that India’s carbon emissions are slower in 2025, marking a potential turning point in the country’s energy trajectory. A multinational consortium of more than 130 climate experts produced the Carbon Budget 2025 report, which projects that India’s emissions will climb by just 1.4%, a slight increase over prior years. An early monsoon that reduced the need for cooling and a significant increase in renewable energy, which kept coal use almost constant, are the leading causes of this slowdown. However, the broader caution remains: India’s overall emissions are still rising despite global carbon dioxide levels reaching all-time highs.

A complex interplay of weather patterns, policy direction, and changing energy demand is reflected in India’s rising low emissions.

Key factors behind the slowdown:

Despite record renewable installations, industrial activity continues to dominate China’s economy, and emissions are expected to increase by roughly 3% in 2025. The second-largest emitter in the world, the United States, is expected to see a 2.2% decline in emissions due to a slowdown in oil demand and lower coal consumption. As efficiency initiatives and the use of sustainable energy accelerate, the European Union is expected to reduce emissions by 4.2%.

What Does the Global Carbon Budget Reveal About the Planet’s Warming Trajectory?

In the struggle to keep global warming to 1.5°C, the report highlights ever-tinier margins. According to scientists, the carbon budget that is still in line with this goal is currently only 170 billion tons of CO2, or slightly more than four years’ worth of current world emissions.

Important issues brought up in the analysis:

  • By 2025, atmospheric CO2 levels are predicted to be 52% higher than pre-industrial levels, reaching 425.7 ppm.
  • The capacity of land and ocean sinks to absorb CO2 is declining.
  • The reduction in natural sink efficiency due to climate change is responsible for around 8% of the CO2 increase since 1960.
  • During the 2023–2024 El Niño, the land sink fell precipitously and has only partially recovered.
  • As warmer seas retain less CO2, the ocean sink, which has typically absorbed 29% of emissions, has only slightly increased since 2016.
  • As El Niño conditions wane, emissions from land-use change, such as deforestation, are expected to drop to 4.1 billion tons in 2025.

Lead author Pierre Friedlingstein cautioned that it is “no longer plausible” to maintain global warming below 1.5°C as emissions continue to rise. Nevertheless, the research shows progress: between 2015 and 2024, 35 countries effectively cut emissions while expanding their economies, which is twice as many as 10 years ago.
