The India-Netherlands pact to accelerate freshwater reservoir in Gujarat has brought fresh attention to the state’s ambitious Kalpasar Project, a large-scale water infrastructure plan aimed at improving water security, irrigation, transport, clean energy and regional development. The project gained renewed momentum after Prime Minister Narendra Modi’s diplomatic visit to the Netherlands, where he inspected the Afsluitdijk water management structure along with Dutch Prime Minister Rob Jetten.
India and the Netherlands Strengthen Water Cooperation
During the visit, PM Modi observed the Netherlands’ famous 32-kilometer Afsluitdijk barrier dam, a landmark in global water management. The structure is considered highly relevant for Gujarat because of its engineering similarities with the proposed Kalpasar Project across the Gulf of Khambhat.
To formalize technical cooperation, a Letter of Intent was signed between India’s Ministry of Jal Shakti and the Netherlands’ Ministry of Infrastructure and Water Management. The agreement will enable direct knowledge exchange and technical support for the Kalpasar Project, using Dutch expertise in marine dam construction, flood control, and large-scale water systems.
This collaboration also builds on the India-Dutch Strategic Partnership on Water established in March 2022, giving India access to more than 90 years of Dutch experience in managing complex coastal and marine infrastructure.

What Makes the Kalpasar Project Important?
The Kalpasar Project was originally conceptualized during PM Modi’s tenure as Chief Minister of Gujarat. It proposes the construction of a massive dam across the Gulf of Khambhat to capture the waters of seven rivers that currently flow into the sea.
The freshwater reservoir is expected to reduce Gujarat’s dependence on the Sardar Sarovar Dam and provide a more reliable long-term water source for drinking and irrigation. However, the project has faced delays due to serious marine engineering challenges, including tidal behavior, sedimentation, dam closure techniques, and coastal safety concerns.

Gujarat Chief Minister Bhupendra Patel also met Netherlands Ambassador Marisa Gerards in Gandhinagar to discuss the creation of an Indo-Dutch expert group for addressing the project’s engineering complexities.
Global maritime engineering institution Royal Haskoning has already contributed to the project’s detailed report by helping develop the critical closure methodology required for the dam. This is important because the success of Kalpasar depends not only on political commitment but also on precise marine engineering and long-term environmental planning.
