Southern China, particularly Guangdong province and Hong Kong, is facing the worst August rainfall since 1884. Unprecedented, relentless rainfall from a stagnant East Asian monsoon system has caused widespread flooding of cities, destroyed infrastructure, and displaced thousands of people. Unprecedented Flooding and Widespread Disruption

In the Pearl River Delta, one of China’s most densely populated and economically vital regions, sixteen rivers are at risk of overflowing. Water levels in parts of Guangdong have surpassed records from 2017 and 2018. Landslides have damaged highways, downed trees, and exposed underground cables. Guangzhou’s Baiyun Airport faced 363 flight cancellations and over 300 delays, severely impacting regional mobility.

The human toll is rising. At least five people have died, and thousands have been forced to evacuate. Rescue teams are actively clearing debris, pumping water from urban areas, and restoring basic services. The total economic loss is already estimated in the billions, with lasting effects on the manufacturing and technology sectors concentrated in the Greater Bay Area.

Chikungunya Cases Rise After South China Floods

The floods in China have compounded a growing chikungunya outbreak, especially in Foshan, which has reported over 7,000 cases, the largest outbreak for China in a decade since 2008. The chikungunya virus, which is transmitted to humans via Aedes mosquitoes, causes a fever, rashes, and debilitating joint pain. In addition to Foshan, it has now spread to 12 other cities in Guangdong, as well as Hong Kong and Macau.

Authorities are now running a substantial vector control effort, which includes widespread fogging, using drones and atomic bidirectional deployment, quarantining infected people, and putting mosquito-eating fish into sewers. They have issued public health alerts, and the US CDC has advised travelers to be on heightened lookout for precautions when traveling to southern China.

Beijing is providing disaster relief of over 1 billion yuan (about US$140m) for disaster-stricken provinces, particularly grain-growing regions and heavily affected areas. Hong Kong issued a black rainstorm warning, resulting in the closing of schools and courts, and there are two or three typhoons expected in August. Emergency services remain on standby for support.
