Smart cities are characterized by six dimensions: smart economy, smart people, smart governance, smart mobility, smart environment, and smart living. The scientists further interpreted smart cities as a strategy-oriented evolutionary process driven by the interactions between technology, institutions, and people.

The origins of the notion of a smart city may be found in IBM’s “Smarter Planet” idea, which was unveiled at the Council on Foreign Relations in New York in November 2008. IBM proposed leveraging Internet Information Technology across industries to achieve refined and dynamic management of production and daily life, thereby creating a globally intelligent society. The same year, IBM launched the “Smart City Breakthrough in China” strategy, signing co-development agreements with more than ten provinces and cities in China. China’s 14th Five-Year Plan prioritizes technological self-reliance, shifting towards a greener economy. This new urbanization strategy aims for a more equitable distribution of public goods and heightened investment in environmental technologies, laying the foundation for sustainable growth.

In 2023, the China International Fair for Trade in Services (CIFTIS) published the “Global New Smart City (SMILE Index)”, which listed Beijing, Guangzhou, and Hong Kong as three of the world’s top ten smart cities. This ranking underscores China’s significant advancements and leadership in the smart city domain.

Trends in Chinese Smart City Development

The development of smart cities in China is predominantly driven by a top-down approach that is led by substantial government investment. In 2018, Chinese consulting firms estimated the smart city solutions market at RMB 7.9 trillion ($1.1 trillion) and projected a 33% compound annual growth rate from 2018 to 2022. However, the reliability of these estimates varies, reflecting the complexity and dynamic nature of the market.

Chinese municipal authorities responsible for smart city initiatives typically prioritize areas such as transportation, public services, public safety, education, healthcare, and environmental protection. These focus areas reflect a holistic approach to urban development, aiming to enhance the quality of life for residents while promoting sustainable and efficient city management.

Challenges in Green and Smart Urban Development in China

Despite numerous successful deployments of smart city solutions in China, several challenges remain. One significant issue is the long-term sustainability of these programs. It is critical to ensure that smart city projects can maintain their operations and impact over time. Another challenge is the lack of robust information-sharing mechanisms between different governing authorities. Effective communication and data sharing are essential for the integrated functioning of smart city systems. Additionally, there is a notable deficiency of inaccurate information regarding the actual progress and funding of smart city development. This lack of transparency can hinder the broader adoption and implementation of smart city initiatives across the country.

Beyond Technological Advancements

Technological progress, while essential, is not the sole requirement for developing a smart city. A smart city should embody a holistic vision of improved urban living, integrating technology with “people-oriented” development. Therefore, examining smart city development from a humanistic perspective is crucial, particularly amidst the current wave of technological advancements. This approach can contribute to building a better urban society in China.

Smart city construction represents a forward-thinking approach to urban development in China. By harnessing the power of big data, IoT, and cloud computing, smart cities aim to improve operational efficiency, promote sustainability, and enhance the quality of life for residents. While challenges remain, the potential benefits make smart city construction a promising solution for addressing the urban diseases that accompany rapid development. As China continues to advance its urbanization efforts, the smart city model offers a blueprint for sustainable and intelligent urban growth.
