Fossil fuel methane emissions remained at near-record levels in 2025, according to the International Energy Agency’s Global Methane Tracker 2026, with no visible global decline despite rising climate commitments. Based on satellite observations and field measurement campaigns, the report highlights that methane from fossil fuel operations continues to be a major contributor to global warming, accounting for around 35% of human-caused methane emissions.

What makes this especially concerning is that methane, although short-lived in the atmosphere (around 12 years), is far more potent than carbon dioxide in trapping heat. This means cutting methane emissions is one of the fastest ways to slow near-term warming, but current trends show a clear gap between ambition and action.

    Methane trapped in underground coal seams is released during mining operations. Coal remains a major source of emissions, especially in countries with large mining industries.
  • Natural Gas Sector (36 million tonnes annually)
    Methane escapes through pipelines, valves, and seals, as well as through incomplete combustion in gas systems, making infrastructure integrity a key issue.
  • Bioenergy (20 million tonnes annually)
    Emissions arise largely from the incomplete combustion of traditional biomass used for cooking and heating in developing economies, linking energy poverty with methane output.

Together, fossil fuel operations alone emitted 124 million tonnes of methane in 2025, reinforcing their dominant role in global emissions.

Why Methane Emissions Remain High Despite Global Pledges

The IEA highlights a major “implementation gap” between global commitments and actual emission reductions. While over 100 countries joined the Global Methane Pledge in 2021, aiming to cut emissions by 30% by 2030, and more than half of global oil and gas production is now covered under reduction commitments, real-world emissions have not yet declined.

Methane emissions from the energy sector stayed near record highs in 2025, showing that policies and pledges are not yet translating into measurable outcomes. As IEA chief energy economist Tim Gould noted, setting targets is only the first step; effective policies, execution plans, and real action are essential.

At the same time, methane reduction has become increasingly important for energy security. Following disruptions like the near-closure of the Strait of Hormuz, which removed nearly 20% of global LNG supply, capturing lost methane could help stabilize markets without increasing production.

  • Leak Detection and Repair (LDAR)
    This method identifies and fixes leaks across infrastructure, preventing methane from escaping into the atmosphere and improving operational efficiency.
  • Upgrading Equipment and Electrification
    Replacing methane-emitting equipment, such as pumps, with electric alternatives reduces emissions at the source.
  • Vapor Recovery Units (VRUs)
    These systems capture vented gas and prevent it from being released, allowing companies to reuse valuable resources.
  • Eliminating Non-Emergency Flaring
    Cutting routine flaring could unlock up to 100 billion cubic meters of gas annually, while also reducing emissions significantly.
  • Targeting Upstream Operations
    Around 80% of methane emissions come from upstream activities like exploration and extraction, making this the most critical stage for intervention.

If implemented effectively, these solutions could deliver 15 bcm of gas quickly and up to 200 bcm annually over time, effectively doubling the gas supply lost due to recent global disruptions.

  • The top 10 emitting countries accounted for over 85 million tonnes of methane emissions from fossil fuel operations in 2025.
  • China is the largest emitter, largely due to coal mining activities.
  • The United States and Russia follow, driven by large-scale oil and gas operations.

In South and Southeast Asia, methane emissions reached around 13 million tonnes, with more than 60% coming from coal mining. India and Indonesia are the largest contributors in the region, with emissions rising due to increasing energy demand and fossil fuel production. However, the IEA expects emissions in this region to begin declining in the coming years as energy systems transition.
