A continuous Botulism outbreak in California, a severe bacterial infection that causes muscle paralysis, has killed nearly 94,000 birds at the Tule Lake National Wildlife Refuge in northern California, making it the most significant outbreak ever documented at the lake. The United States Fish and Wildlife Service have been constantly monitoring the situation as the death toll rises.
Teresa Wicks, a biologist and ornithologist with the Bird Alliance of Oregon, stated that affected birds lose muscle control, which causes suffocation, particularly in the water. “It’s a very traumatic thing to see,” Wicks explained, as botulism’s paralysing effects render birds defenceless in their natural habitat.
While the outbreak is local, its causes are linked to larger global challenges, including decreasing wetlands, growing water demand, and climate change. According to Andrew Farnsworth, a biologist at the Cornell Lab of Ornithology, comparable outbreaks are becoming more common worldwide due to shifting weather patterns caused by climate change. “Given warming temperatures, droughts, and intense periods of rain followed by drying, the hallmarks of climate change are all over this,” according to Farnsworth.
Causes and Effects of the Botulism Outbreak in California
The botulism outbreak in Tule Lake is caused by the toxin produced by Clostridium botulinum, bacteria that thrive in warm, stagnant, low-water situations. Botulism can also affect humans, although no instances have been reported in this outbreak. Historically, comparable outbreaks have occurred, but none have been on this scale. In 2020, a similar epidemic killed over 60,000 birds in Tule Lake.
Over the last century, human-made dams and irrigation canals have profoundly transformed the Klamath Basin, home to the Refuge. These projects have drained over 90% of the area’s wetlands, dramatically altering natural water flow. Tule Lake, formerly a resilient water source, now relies on irrigation canals for water provision. The lake will fully dry in 2021 for the first time in recorded history.
Although local authorities poured water into the lake in October 2023, briefly relieving the problem, water levels quickly dropped again. The situation worsened when hundreds of birds died from avian influenza, which was followed by the botulism outbreak. Despite a brief influx of 5,000 acre-feet of water from the US Bureau of Reclamation, more than 1,000 birds were dying per day by late August. As the situation progressed into October, experts estimated that the death toll could exceed 100,000 birds.
Wetlands are critical to preserving ecological balance and serve as key stopovers for migrating birds along the Pacific Flyway. However, due to water scarcity and shifting climatic patterns, migratory bird populations in California have dropped dramatically. This year alone, the number of birds using the flyway has decreased by 25% compared to 2023 and is 30% lower than historical averages. Many bird species, including northern shovellers, pintails, and American widgeons, have died, and the number continues to climb.

Looking Ahead: Hope for Restoration
While the Botulism outbreak in California is common, the scale of this incidence is quite concerning. “Wetlands are declining across the western United States due to climate change, changes in ecosystem function, and increased demand for limited water resources,” said John Vradenburg, supervisory biologist at the Klamath Basin National Wildlife Refuge. The continual destruction of wetlands makes bird populations more vulnerable to future epidemics.
Rehabilitation efforts by organisations such as Bird Ally X have treated over 1,500 afflicted animals in a makeshift field hospital and successfully released over 900 birds. Although botulism has no cure, supportive care and a stress-free environment can help many birds recover in about a week.
Experts agree that restoring wetlands and allowing for a more natural flow of water in the region is critical to avoid repeat outbreaks. Recent efforts, such as dismantling many huge dams from the Klamath River, provide some hope for recovering the region’s ecosystem. “The conversations around improving the system and letting it function as it once did make it feel more hopeful that we can find a solution,” Wicks pointed out.
However, long-standing water rights favouring agriculture and other human activity over wetlands remain a substantial barrier. As wildlife rehabilitator January Bill pointed out, “Such an important refuge for migratory birds has just been allowed to disappear at times.” Without further activism and action, Tule Lake’s fragile environment may continue to suffer.
