In 2024, India’s problem of air pollution, ranked among the world’s seven major environmental problems, admits some differences between urban and rural settings. As for rural areas, pollution is found to be in the forms of agro-residue burning, emissions from biomass used in households, and other random industrial processes. On the other hand, emissions from vehicular traffic, industries, and construction dust are high in urban areas due to the high and rapid rate of urbanization. This blog presents a systematic view of the rural-urban dichotomy of air pollution in India, with state-of-the-art data, trends, and policies.
Urban Pollution in India: Persistent and Complex
Urban areas in India, especially megacities like Delhi, Mumbai, and Kolkata, consistently report alarming pollution levels. According to the National Clean Air Programme (NCAP) progress report, urban air quality improvements have been challenging, though there have been slight reductions in pollutants like PM2.5 and PM10 in certain cities. Delhi, for example, saw PM2.5 levels drop by 17% from 2018 to 2023, but it remains one of the world’s most polluted cities.
The core pollutants in urban areas are linked to vehicular emissions, construction dust, and industrial activities. The implementation of BS-VI fuel standards and restrictions on using pet coke and furnace oil have helped mitigate some emissions. However, urban air quality remains volatile due to factors like high population density and construction booms. Continuous monitoring through systems like the CPCB’s PRANA portal has been implemented in cities, though challenges persist in reaching pollution reduction targets due to underutilization of funds allocated to non-attainment cities under NCAP.

Rural Pollution in India: A Different Yet Alarming Problem
Pollution in rural India is distinct from that in urban areas because crop residue burning is still a significant issue, biomass is used for cooking, and there is relatively little regulation. Despite efforts being made by the Indian government and rigorous campaigns against the problem, there is rising pollution in northern India, especially in the Punjab and Haryana regions, which remains a big issue of burning crop residues. Unlike urban sectors, rural areas do not have efficient monitoring systems, and there were only 931 rural manual monitoring stations established by 2023, contrary to the NCAP 2024 goal of at least 1500 stations.
Further complicating the problem of air pollution in rural areas is the use of biomass and solid fuels for cooking and heating, a principal source of household pollution. Although efforts has been made in promoting cleaner cooking solutions, the level of acceptance is still low. Contamination in rural households in terms of pollutants exposure to PM2.5 increases severe implications on the health of the people and respiratory problems, hence creating a substantial rural health crisis.

Comparing Health Impacts: Urban Vs. Rural
It is observed that each segment of the population is not equally affected by the ailments arising from pollution in India, between the rural areas and urban populations. People living in urban areas are likely to be highly exposed to vehicle and industrial emissions that cause respiratory disease, cardiovascular disease, and other pollution-related ailments. Research has shown that places with high pollution levels, such as Delhi, have increasingly received several cases of asthmatic and other respiratory diseases, especially among children and the elderly.
In rural areas, the health burden largely stems from household air pollution. Women and children who spend more time indoors face significant risks due to prolonged exposure to indoor pollutants from cooking and heating. According to the Indian Council of Medical Research, these conditions contribute to an increased incidence of respiratory infections and cardiovascular diseases in rural populations. Rural pollution might be lower in absolute terms than urban pollution, but its impact is profound due to the high exposure to pollutants at close range in domestic settings.

Government Initiatives: Progress and Limitations
The NCAP has been India’s main policy response to air pollution since 2019, targeting a 20-30% reduction in PM levels by 2024, which has now been extended to a 40% target by 2026. Under the program, 131 “non-attainment” cities are given resources and guidelines to improve air quality. However, only about 60% of allocated funds have been utilized effectively. The absence of monitoring in rural areas and the slower-than-expected rollout of rural air quality stations are major gaps in tackling rural pollution in India comprehensively.
Key urban initiatives, such as the transition to cleaner fuels, emissions reduction technology in industries, and the BS-VI vehicle standards, have contributed to moderate progress in pollution management. However, rural areas have yet to benefit equally from these measures, and while clean cooking initiatives have made some headway, full-scale adoption remains challenging.
Innovative Solutions: Bridging the Urban-Rural Divide
Technological solutions and policy changes are capable of addressing pollution in both urban and rural areas. As NCAP has slowly begun to expand public-private partnerships to spur the use of technology, funds, and innovative solutions to achieve emission objectives, it could help achieve the targets. Furthermore, source apportionment studies, which are very crucial in identifying sources of pollution, have been conducted in only 6 cities. Such studies and targeted measures are necessary to bring significant change in pollution mitigation in areas.
In urban areas, the use of electric vehicles and more stringent emission controls are positive. However, more capital expenditure is required to implement the changes. Meanwhile, rural areas will benefit from extending the program for cleaner cooking fuel, enhancing crop residue management techniques, and supporting renewable energy where investing in technology and supporting affordable, scalable technologies could also transform the air quality in rural areas.

Future Outlook: Toward Sustainable Air Quality
Air pollution in India appears to be widespread, separated only by the rural and urban. Such problems require reformist policies that are specific to the unique problems of areas that they are intended to address. In urban areas, there will still be a focus on vehicle and industrial emissions, with strict enforcement and monitoring initiatives. For rural areas, however, efforts should be focused on agriculture practices, clean cooking adoption, and expanding the coverage of the rural monitoring system so as to provide policymakers with real-time information.
Although the new NCAP policy is an advancement towards better air quality, the next stage of its implementation calls for a more multi-sectoral strategy that focuses on the needs of both the urban and rural settings and the need to ensure that benefits as far as health criteria are concerned are extended to vulnerable communities as well. It will be possible to attain the ambitious NCAP targets by narrowing the urban/rural divide, improving resilience to air pollution for the entirety of India, and implementing tailored strategies that will be particularly relevant for such a vast and geographically diverse country as India.
Combined with continuous and persistent efforts, the Government must ensure that the complex challenges of pollution in India are addressed. This benefits the urban population and also millions of rural people whose voices on environmental issues are usually neglected.
