The Delhi EV Policy 2026 has received Cabinet approval, marking one of the capital’s most ambitious clean transportation initiatives to date. With a planned investment of ₹15,000 crore over the next four years, the policy aims to accelerate electric vehicle adoption, strengthen charging infrastructure, reduce vehicular pollution, and move Delhi closer to its long-term goal of becoming a pollution-free city by March 31, 2030. Scheduled to take effect from July 1, 2026, the policy sets an ambitious target of ensuring that 95% of all new vehicle registrations are electric by 2027.
It introduces purchase incentives, tax exemptions, vehicle scrapping benefits, and phased restrictions on fossil fuel-powered vehicles, making it one of India’s most comprehensive state-level electric mobility policies.
Delhi Sets an Ambitious Electric Mobility Target
Chief Minister Rekha Gupta described the policy as a major step toward cleaner transportation and improved air quality.
A key objective is the gradual replacement of conventional petrol, diesel, and CNG vehicles with electric alternatives, particularly in the public transport and commercial mobility sectors.
The policy also focuses on expanding charging stations, vehicle scrapping facilities, and digital services to make EV ownership more convenient across the city.

Phased Transition Away from Fossil Fuel Vehicles
The policy outlines a clear roadmap for replacing conventional vehicles.
- From January 1, 2027, only electric autorickshaws will be registered in Delhi.
- Registration of new petrol and CNG-powered two-wheelers will be phased out, with only electric two-wheelers eligible for registration from April 1, 2028.
- To further accelerate the transition, owners of BS-IV or older four-wheelers who scrap their vehicles and purchase an electric vehicle will receive a ₹1 lakh scrapping incentive.

Charging Infrastructure and Digital Support
Beyond purchase incentives, the government plans to significantly expand Delhi’s EV ecosystem.
The policy includes investment in public charging infrastructure, vehicle scrapping facilities, and the development of a dedicated online portal where citizens can apply for subsidies and EV-related incentives digitally, simplifying the ownership process.

No Subsidy for Hybrid Vehicles
Although earlier drafts proposed a 50% road tax waiver for hybrid vehicles priced up to ₹30 lakh, the final policy does not include incentives for hybrid models.
Officials stated that while discussions around hybrid support continue, the government has chosen to prioritize fully electric vehicles to maximize emission reductions and support its long-term clean mobility goals.
With its combination of generous incentives, phased regulatory measures, and large-scale infrastructure investment, the Delhi EV Policy 2026 is expected to significantly accelerate electric vehicle adoption while supporting cleaner air, lower transport emissions, and a more sustainable urban mobility system in India’s capital.
